Lassie stops to pee on Goo

"I felt compelled."
     Today, I came across this political bark, by “Lassie,” on the OC Political blog, which describes itself as “right-of-center.” It concerns Mr. Goo.
     As you know, former Chancellor Raghu P. Mathur is running for a seat on the Laguna Hills City Council. My guess is that he will get elected. If that happens, he'll be too busy to bother us at the district, I figure.
     So, by all means, vote for the bastard.

Raghu Mathur Can’t Be Trusted to Lead Laguna Hills (OC Political [blog])

     I wrote a few weeks ago about Raghu Mathur’s history of wasting taxpayer dollars (here). Mathur wants to lead Laguna Hills as a city councilmember, but Laguna Hills can’t afford him. Today, I’ll show you why Mathur’s record as Irvine Valley College President and as South Orange County Community College District Chancellor just demonstrates that he can’t be trusted as a leader in Laguna Hills or anywhere else.
     On his campaign web site (here), Mathur promises, “I believe in solving problems while respectfully listening to and working with everyone…I will restore civility, trust and openness to Laguna Hills City Council governance.” His record [however] shows respect, working with everyone, civility, trust, and openness are the furthest things from his record.
Mathur inspires canine passions
     In 1999, the LA Times reported that the community college accreditation agency strongly rebuked the leadership, stating “Irvine Valley College and its district . . . are organizations in crisis–primarily a governance crisis. . . . A multiplicity of deep and bitter divisions characterize virtually all entities and relationships. . . . The district had become wracked by malfunction and misfortune.”
     Five years prior, in 1994, Mathur became the only person ever to have been censured for lying in the history of Irvine Valley College, according to the OC Weekly.
     In 2002, free speech restriction policies were implemented after Mathur was appointed Irvine Valley College President amid protests from students and faculty and continued after he was appointed Chancellor of South Orange County Community College District. Courts ruled the policies were unconstitutional because the district was muzzling free speech: see.
     In 2004, Mathur was given a vote of “no-confidence” by the faculty for a third time, described as a “vindictive and dictatorial bully, intolerant of criticism” who “in pursuit of personal power, he has sold out his former colleagues” at SOCCCD: here.
Sure they can
     In 2010, when Mathur was voted out by the SOCCCD Board of Trustees 5-2 and he was given a golden handshake of over $250,000, the settlement imposed a gag order forbidding discussion of the separation agreement. here.
     Mathur opposed the incorporation of Laguna Hills. Why does he now want to lead something that he doesn’t believe should exist? Is he planning to drive the city off the cliff? Will he try to get Laguna Hills dissolved?
     Laguna Hills can’t afford Raghu Mathur, and Raghu Mathur can’t be trusted to lead Laguna Hills.

Did a college foundation [Coast] give itself a tax problem? (OC Reg)

The Great Fiscal Squawk of 2012: now sans ambivalence

     In recent weeks, administration seems to have sent some mixed messages to the campus community. Here at Irvine Valley College, a college-wide forum was held in which no dire fiscal news was on the agenda, though references to substantial fiscal issues were made during Q & A. Meanwhile, at the college’s Strategic Planning Oversight & Budget Development Committee ("SPOBDC"), members were told that, unless something is done, for the first time, we foresee that expenses, which continue to rise, will outstrip revenue, which will continue to be flat.
     That squawk of alarm, amplified here at DtB, was met with skepticism by some long-time observers of the college’s finances. “Yeah, we’ve heard that before,” they said.
     In the end, we at DtB opted for agnosticism re the Great Fiscal Squawk of Fall 2012.
     But, today, the Chancellor has added his voice to the squawkage. In one of his regular pan-district communications, Chancellor Gary Portner writes:

THE ECONOMIC LANDSCAPE
     For four years now, California community college districts have experienced deficits in state apportionment totaling 16%. If Proposition 30 fails, they will immediately see an additional 7.5% reduction. … Our district is a basic aid district, funded through student enrollment fees and property taxes. We don’t receive general state apportionment, and are not subject to these deficits and drastic cuts. … Even though we have avoided these deep cuts, our district has experienced escalating costs, primarily in salaries and benefits, without proportionate offsets in stable revenue. We are now in a situation where projected long term expenditures exceed revenue projections.
     According to the 2013 Economic Forecast …, we can expect to see a meager 2% growth in gross domestic product over the next several years. While this rate may sustain the status quo, it doesn’t provide enough growth to get us out of this economic slump….
WHAT THIS MEANS FOR US
     We’ve been able to weather this long-term economic downturn by being fiscally conservative for over a decade, but if the economy takes several more years to recover, we can’t expect increased revenues to offset increased costs. … We are fortunate that this is happening to us at a slower rate than other districts.... We have time to stabilize our financial trend in a measured way that involves all constituencies and yields positive results. We need to implement a budget reduction of approximately 5% district-wide. I will be asking the presidents to work through their college processes to implement expenditure reductions at the colleges for next year and I will work with district services on this….

IDEAS FOR BUDGET REDUCTIONS
     While specifics about how to make reductions should be done through widespread involvement, input and agreement of the organization, here are a few ideas that can be implemented immediately:
• … Determine what expenses are truly necessary. Defer discretionary expenditures.
• … Each dollar saved this year will assist us next year.
• Use extreme caution in adding new, permanent positions that would increase overall staffing costs.…
• Travel expenses should be reduced to essential needs only.
• Expenditures for scheduled maintenance should be limited to critical needs only….
• Technology refresh plans may need to be deferred until the budget situation improves….

TURNING TO BASIC AID
     In this district, the first impulse has been to turn to basic aid funds for shortfalls. This expectation must stop. In the 1990s [under John Williams' dubious leadership; see at end of post], this practice caused a fiscal crisis and our district was on the state financial watch list with operations being monitored monthly by the state chancellor’s office. I will strongly resist using basic aid money to supplement ongoing operations because this practice would ultimately create a larger and more urgent crisis later. We are conservative by relying on basic aid funds for our capital construction needs and critical one-time expenditures.

LET’S WORK TOGETHER
     Thank you for joining with me to address this issue while the choices are less difficult. It is my responsibility to guard the overall financial health of this district. Your assistance and cooperation are needed and appreciated. Together, we can keep our district fiscally sound and organizationally strong.

John and Ken and Todd and Roy (and Ted and Alice)

     Recently, our pal Vern over at the OJ Blog put out his occasional John and Ken’s Orange County Voters’ Guide, by Vern. Naturally, it has nothing whatsoever to do with those two KFI louts.
     Vern can be a funny guy. I've been toying with renaming this blog "John and Ken's Blog" or maybe "Vern's fake 'John and Ken's Blog'."
     Vern's guidance extends to the Area 7 SOCCCD trustee race:
     Finally, and this is very disturbing – Word on the street is that the infamous John S Williams, whom we thought we’d driven off to Tampa after his tragicomically disastrous stint as Public Administrator – Public Guardian, is BACK for more pension money, trying to get back his old seat on this College Board. A dazzlingly diverse array of figures has united to try to stop that from happening – from Don Wagner and Todd Spitzer to Loretta Sanchez and Roy Bauer – and what they want you to do is VOTE FOR TIM JEMAL! I will have much more on this in a couple of days. Civilization hangs in the balance.
     Don’t know what the “more” is that Vern will be coming up with. Look forward to it.
     I straightened ‘im out about Tampa, though.
Mr. Gasbag
     A couple of years ago, Vern, two other concerned citizens (with ties to Williams' County office), and I visited Supervisor Shawn "Gasbag" Nelson, hoping to gain his support in efforts to fire John Williams' corrupt ass. Not sure the visit did much good (Gasbag and I didn't get along so well), but things did go our way in the end: for months, the Supes struggled to unload the Orlando Bastard. (Once that damning internal investigation was done, Orlando Boy got the best deal he could—to prevent release of the report—and then he finally quit, to the relief of Republicans everywhere.) Our blogs had a lot to do with that, I think. We were all over Williams long before anyone else was. We were the first to find that otherwise-obscure Tapout appellate decision that went against Brown Boy. "Hey everybody! Look at this!"
     Back about then, Todd Spitzer called me up and said that DtB was way ahead of everybody in covering the John Williams stuff—and related intrigues (Fuentes, the DA, et al.). Todd and I became phone buddies for a while there. He's the guy who encouraged me to pursue those complaints against Tom Fuentes with the FPPC. Sounds good, I said.
     That last move didn't work out so well. Didn't hear much from my new pal after that.
     Politics, man.

Tony Garcia, Phil Greer, and John Williams

aka "Brown Boy," "Orlando Boy," "Chucklehead"
     I just came across a blog post concerning John Williams that appeared on Art Pedroza’s blog (OC Politics Blog) nearly a week ago: Why are college faculty funding John Williams’ latest campaign? (Oct. 25)
     Pedroza briefly reviews Williams’ misadventures during his last year or two at the County. Then he writes:
     Now Williams is running for Area 7 of the South Orange County Community College District’s Board of Trustees. Thank God that he is opposed! But here is the kicker. Guess who is funding his campaign? The faculty union and South Orange County Taxpayers for Quality Education, which I believe is made up of Saddleback faculty members. Click here to see proof of this.
     Upon clicking there, one arrives at a pdf file comprising six campaign filings concerning Williams’ trustee campaign. You should check 'em out.
     Upon perusing these documents, we learn that Williams' own home houses “Friends of John Williams.” No surprise there.
     Williams' largest benefactor is “South OC Taxpayers for Quality Education.” Their address is 27121 Pacific Hts. Drive, Mission Viejo, ca 92692. (See notes at end.)
     I Googled that address and found that it is the headquarters of “Write Away Corp,” which is owned by one Anthony Garcia.
     That’s right. That’s Tony “Slime” Garcia, Saddleback College instructor and member of the notoriously secretive and unprincipled “Old Guard” Faculty Association crew of the mid-to-late nineties (c. 1994-2000).

     (I did a bit more looking and found that Garcia once owned the name “Empower Writer”—anyone who has ever read Garcia’s absurd scribblings will now snort—but he evidently lost ownership. See.)
     Another benefactor? “SOCCCDFA”—aka the faculty union—is listed as having given Williams $5,776 (on August 9). That chunk of change, of course, was the amount required by the OC Registrar of Voters when Williams filed.
     Of course, we already knew the union paid for that. (Nice work guys. It's because of you that Meldau bailed.)
     Evidently, Pedroza has not kept up with subsequent events: faced with growing outrage among members about the union's support of Williams, the FA subsequently backed away from endorsing the fellow. The Area 7 race proceeds sans FA endorsement of anyone.
     Among Williams’ campaign expenses is $1,000 paid to “The Law Offices of Phillip B. Greer.” Greer is a well-known, ethically-challenged attorney who has defended corrupt local Republicans, e.g., Chriss Street. Greer and the late Tom Fuentes seemed to be tight.
     He also represented Chancellor Raghu P. Mathur when the latter negotiated his exit from our district. Greer was paid $25,000 for that curious service. (I complained loudly about that at the time, but nobody seemed to care.)

     And, of course, Greer was Williams’ attorney during Orlando Boy's struggles with the OC Board of Supervisors. (Greer has also represented 4 of the 5 Supervisors, natch.)
     Greer’s wife—Arlene C. Greer—is running against Bill Jay in Trustee Area 3. (See.)
     Oddly, Williams' campaign also gave $250 to the National Conservative Campaign Fund (for "literature"). The chairman of NCCF is Fuentes' old pal Thomas L. Phillips of Corona Del Mar. (Fuentes is still listed as one of NCCF's Directors.) The NCCF's National Advisory Board includes the likes of Ann Coulter and G. Gordon Liddy.
     So you'll be glad to know that the politics of the SOCCCD maintain their "funhouse" (or "madhouse") character.
     An article in the 4/2/98 Lariat reports that, according to Saddleback student Antonio Aguilar (the student who, months ago, challenged an explicit Holocaust denier during a board meeting), he was ‘spit at’ by English instructor Tony Garcia on March 30. Evidently, Garcia responded to the charge by saying that “I cleared my throat as [Aguilar] went by.”
     The article ends with a masterpiece of understatement:
     Richard McCullough, Saddleback College Interim President, said he would not condone this type of behavior from faculty if it did, indeed, occur.
     “That’s not what they should be doing,” he said.
