People are trapped by the laws in this situation here and there - though it would be nice to have a bit of acknowlegement that some real changes need to happen instead of passive acceptance of the status quo ("our hands are tied," "let's talk about it in the months ahead," etc.).

Can individuals be liable for a failure to act? (I'm not talking about Pima - but about here, in our case, if something happens.)

Liability is an interesting issue. I hear about it all the time but Administration is primarily worried about being sued by the mentally disturbed student (unlikely). I don't think they've ever thought about being sued by the students and others that their lack of action may put in harm's way.

11:28, my point was that 4:20 failed to offer an argument. Nowadays, plenty of people imagine that political discourse need not concern itself with evidence or argument. For many, it is enough to allude to the latest jibe or sound bite. We are now an idiotocracy. --BvT
