NOTICE IS HEREBY GIVEN that the Board of Trustees of the...SOCCCD will hold a Public Hearing ... on November 3, 2008 at or around 6:00 PM, to consider the subject project described below:
Project Title: Advanced Technology Education Park (ATEP) Long Range Academic and Facilities Plan (LRP) and Long Range Academic Plan (LRAP)
Project Description: The Proposed Project is the ...ATEP Campus... LRP and LRAP. The LRP promotes orderly growth and development of the SOCCCD property and establishes a framework for the ATEP Campus development within the Tustin Legacy Specific Plan (Specific Plan). The ATEP LRAP, which describes the plan for education and is adaptable to future program opportunities, has been a reference tool in the development of the LRP. The LRP addresses ATEP Campus facilities, including:
• Academic quads and classroom buildings;
• Student/faculty housing; Ancillary services;
• Support commercial operations on the Campus;
• Recreation/open space; Parking locations;
• Roadways; and,
• Security and maintenance/utility functional areas.
The LRP describes the planned permanent Campus facilities, academic programs, Campus circulation system and other onsite improvements for the entire 68-acre ATEP site. The LRP also demonstrates SOCCCD’s financial and management support to implement the Tustin Legacy Specific Plan (formerly the MCAS Tustin Reuse/Specific Plan).

Environmental Review: SOCCCD is the Lead Agency and has prepared an Initial Study and an Addendum to the previously certified EIR/EIS for the above-referenced project. The Initial Study was circulated for public review from July 15, 2008 to August 4, 2008. Pursuant to Section 15164 of the CEQA Guidelines, the purpose of the Addendum is to provide substantial evidence into the record to support the Lead Agency’s determination that a subsequent or supplemental EIR/EIS is not required....
