Changes to Live Oak Canyon Road

     Rebel Girl just passed on this info: Supervisor (3rd District) Todd Spitzer, in his online newsletter for July 18, 2013, writes that
At the July 17, 2013, meeting of the Board of Supervisors, the Board approved authorizing the Health Care Agency to accept a grant for the Used Oil Payment Program, and to allow OC Public Works to submit two applications to compete for Highway Improvement Program grants for the Live Oak Canyon Road and Trabuco Canyon Road Projects.

The HCA’s Used Oil funds are derived from the California Oil Recycling Enhancement Act which provides assistance to local governments in developing and maintaining an on-going used oil and used oil filter collection/recycling program for their communities….

Funding for the Highway Improvement Program is requested to help cover the project costs needed for the construction of safety measures for 1) Live Oak Canyon Road from Santiago Canyon Road/El Toro Road to O’Neil Regional Park Entrance, and 2) Trabuco Canyon Road from O’Neil Regional Park Entrance to Plano Trabuco Road. Proposed safety improvements for Live Oak Canyon Road include

  • construction of asphalt concrete curbs to accommodate a two-foot shoulder,
  • ‘V’ ditches, shoulder grading, removal and replacement of signs, and
  • installation of guardrails.

In addition, a street light is proposed at the crest of the hill to accent visibility just east of Lambrose Canyon Road [My place is on LCR.]. For Trabuco Canyon Road, proposed safety improvements include widening shoulders, installing guardrails, installing rumble strips, drainage improvements, and upgrading roadside warning signs.

A minimum local match of ten percent for the total project cost is required. OC Public Works is proposing to submit two applications with a total preliminary construction cost estimate of $3,800,000. Subtracting the maximum grant amount of $3,000,000 allowed per agency, the proposed local match will be $800,000. These future projects will be budgeted by the Department in the appropriate fiscal year.

Agenda for the July 22 meeting of the SOCCCD BOT

Covert: still rakin' in the big bucks
      As is his custom, Chancellor Poertner has sent us a handy link (a large pdf) to the agenda for Monday's meeting of the SOCCCD BOT. Thanks, Gary.
     I gave the agenda a quick once-over. Let us know if there's something we've missed that should be highlighted. (Click on graphics to enlarge them.)

DISCUSSION ITEMS:
Monday's discussion items: the student success "scorecard" & Prendergast's query re Obamacare
* * *

DISTRICT-WIDE "REFRESH":
This a consent calendar item: $3 million smackers for a "district-wide Network Refresh."
* * *

INSTITUTIONAL MEMBERSHIPS:
This concerns "institutional memberships." You'll be happy to learn that both colleges are—and will likely continue to be—members of the American Library Association. (DW, FU)
Looks like we spend $40K per year being a member of the CCLC. $40K!
* * *

$50,000 A YEAR TO WASC/ACCJC:
Saddleback pays WASC $30K per year for, um, accreditation services. IVC pays $20K.

* * *
EMERGENCY (FIRE) MEASURE:
A proposed resolution to deal with the emergency created by the recent BGS fire.
* * *

THIS IS JIM ROCKFORD:
$10,000 for "investigative services"? This is likely routine. Still, I'd like to know what it is that they investigate.
* * *

STINKIN' RICH LAW FIRM:
Ah, $60K for our old friends at the legal firm of A, A, L, R, & R. Amazing. I wonder how much money we've forked over to those guys over the years? Must be in the millions.
* * *

JUST STINKIN':
Parker & Covert? I do believe that refers to Spencer Covert, the dim bulb who guided the district through its "persistent and defiant" violations of the open meetings law (aka the Brown Act) years ago. Naturally, we're still employing that dope.

Being Republican

The Governor's Bad List (Inside Higher Ed)
     Mitch Daniels, as an unconventional choice to become Purdue University's president, has repeatedly pledged his strong commitment to academic freedom….
     But on Monday, the Associated Press published an article based on e-mail records it obtained under Indiana's open records laws. Those e-mail records showed Daniels, while governor of Indiana, asking that no public universities teach the work of Howard Zinn, seeking a statewide investigation into "what is credit-worthy" to see that similar works were not being taught for credit, and considering ways to cut state funds to a program led by a professor who had criticized him….

Burnett's belated email; Mathews' death a suicide

     JULY 16: IVC Pres. Glenn Roquemore has forwarded Saddleback President Tod Burnett’s email to his college community, sent late Sunday, entitled “Condolences and BGS Building Update.”
     Unsurprisingly, the recent (July 8) fire at Saddleback College has been devastating:
     On Thursday afternoon I returned from a week of rafting through the Grand Canyon and learned for the first time about the tragic fire that occurred on our campus that took the life of student Jacob Mathews. Like you, I was devastated by this tragedy. Nothing breaks our hearts more than the sudden loss of one of our promising students. Our thoughts and prayers go out to Jacob’s family and friends, and on Friday we reached out to the family to extend our deepest condolences and support for them during this most difficult time.

     We all react to loss in different ways and I encourage you to reach out to your fellow students, colleagues, family, and friends during this stressful time. Please know that Saddleback College is here for you, and if you or anyone you know might need additional support, please take advantage of our many campus services….

     The fire caused significant damage to classroom 356 in our Business and General Studies Building (BGS). Immediately after the fire was contained, our college and district personnel began working around the clock to repair the damage and minimize the impact to students and faculty. All three floors of BGS are closed, but we expect to reopen the building on Monday, July 22nd and all classes originally located in BGS will resume as scheduled….

     I would like to take this opportunity to recognize the outstanding leadership and efforts undertaken by many staff, management, and faculty at the college and district in dealing with this tragedy…. A big thank you also goes to Police Chief Chris Wilkinson and his officers and staff for their swift and professional response to this emergency….

     …On Friday, some of our college and district personnel met with the county’s investigation team who communicated to us how devastated the family is and asked that their privacy be respected. The team also stressed that no further information can be released until the criminal investigation has been concluded. For these reasons, I am asking our college community to respect and support the county’s process and please only provide constructive support and dispel any rumors while we wait for details….
Saddleback College Student Who Died In Campus Fire Committed Suicide (CBS Los Angeles, July 15)
     A 21-year-old student who died in a fire at Saddleback College last week committed suicide, according to Orange County coroner’s officials.
     Jacob Mathews, of Lake Forest, was discovered around 7 a.m. July 8 in a classroom in the business and general studies (BGS) building on campus.
     The victim suffered second- and third-degree burns and was airlifted to Western Medical Center in Santa Ana, where he died.
     Investigators later ruled the blaze to be an arson….

B-Day cards (Bastille Day)

By Sarah, age 10: Opa and his pickup
Again, Sarah: watching vids with Uncle Roy
     UPDATE: A certain reader (I'll call her "Jan") requested that we include drawings provided by my niece Sarah for gifts to my dad and to me.
     Happy to oblige.
     The image/card on top (above) is for my dad, who drives a blue Toyota truck. Note the deer, the rabbits, and the snakes. The one on the bottom is for me. It depicts those occasions in which I show the kids videos on YouTube. Strictly wholesome stuff, I assure you. Among our favorites: the famous "teasing the dog" video.
     Sarah seems oddly aware that we tend to use Apple equipment here in the canyon.
     As Jan suggested, Sarah, who seems much older than her ten years, is pretty talented. Without direction from anyone, she's taken up the family tradition of creating "card art." She seems to be very competitive, driven. Not that anybody around here wants to compete with her. But she wants to do the things we oldsters do, which is only natural.
     (For more about Bauer "card art," see Annie's Card Art.)

card detail (Sarah)

Original post:

      It's "birth" extravaganza day here at the Bauers. Seems like everybody's born in July. So, today, we'll celebrate my dad's, my nephew's and my B-Day. (My bro's B-Day is on the 29th!)
     We have a "home-made card" tradition here in Bauer Land, and, usually, Annie and I work on them together. This time, circumstances conspired to prevent that. I made the one below (two sides) for young adam. Annie made the second one (again below, two sides) for my dad.
     As you can see, Annie's the one with artistic talent. (But see Sarah's stuff above!)

BGS fire update

     —July 14: A quick update on that odd fire/death at Saddleback College’s BGS building:
     According to the Mission Viejo Patch (Saddleback College Fire Victim Identified), the kid who died in the fire was “21-year-old Saddleback College student Jacob Matthews of Lake Forest.”
     As you know, he died of his injuries at the hospital, not long after the fire that occurred in "room 356 of the campus' BGS building.”
     According to Orange County Fire Authority spokesman Jon Muir, the fire damaged only the lecture hall. Further,
Although the fire began near an air conditioning unit, the air conditioner did not cause the fire….
     Yeah, it was arson. They're not sure if Matthews was the arsonist.
