The memo seems designed to underscore what “drives this project,” namely, the “District-wide Strategic Plan,” goals 1, 1.1, and 1.1.3.
(I think it was my “threatening” to sit in on this meeting that did it. Golly, I was only kidding!)
Colleagues,ALLOW ME TO STATE THE OBVIOUS: IVC's plague of despair (etc.) will not be overcome with the passage of a "civility" policy, no matter what it prescribes and proscribes. On the contrary, passage of such a policy amid continued administrative brutishness and cluelessness will only make matters worse. (No, I'm not including Gary Poertner.)
The Working Group on Civility will be meeting today to participate in a District-Wide effort in support of the 2011-2014 District Strategic Plan. Please see the SOCCCD SharePoint Site for details on the development of the Plan. Both colleges are working on developing college civility (Mutual Respect and Collaboration) policies that will ultimately support the development of a Board Policy on Mutual Respect. The District-Wide Strategic Plan goal, objective, and action item that drives this project are shown below:
South Orange County Community College District
Strategic Plan 2011- 2014
District-wide Goal 1. SOCCCD will create a district-wide culture which is characterized by mutual respect and collaboration and which celebrates the uniqueness of each institution.
District-wide Objective 1.1. SOCCCD Chancellor will take the actions necessary to assure that employees district-wide collaborate on the achievement of common educational benchmarks.
Action Item 1.1.3. Draft a Board Policy on mutual respect and forward for BPARC review.

At least they changed the name from "workgroup" to working group." I'm with your other commentator - k should never touch the front of g.
But really - so much energy toward something well, don't get me started. I may be "uncivil."
Righto. We can put lipstick on the (fill in the blank) but it will still be a (fill in the blank).
Is he kidding? With that crew? The membership contains two of the most malicious and rude aholes on the campus. Better learn some civility at the college first. Another whitewashed lie, just like the accreditation report.
What a colossal waste of taxpayer money. It's time for the vote! NO CONFIDENCE! Toss 'em!
How very uncivil of you to suggest that! Off with your head!
It is so ordered.

If you're not a part of the solution then (fill in the blank). How else is academia going to address an issue like this? We can't fire the malicious and rude. Tenure protects everyone else. A No Confidence vote is not against them. It validates the fact that we can't do anything ourselves.
Perhaps these "aholes" need to stop worrying about Orwellian notions of "civility" among faculty, and instead look into more pressing issues such as low retention drop-out rates:

A vote of no confidence has no binding effect, but it does send a clear message to the Chancellor and to the public that something is amiss at IVC. I am not happy with the totalitarian leadership style in the office of instruction. Are you? Until we have a new senate president, nothing is going to happen because we've lost our voice.
No, I am not happy with the totalitarian VP of instruction, nor with the current crop of lapdog deans that he commands to do his dirty work. Walking by a meeting of the instructional council in the former MRC the other day, I happened to overhear the deans singing this song, part of whose lyrics I was able to jot down:
“When Herr Justice says, ‘No students in dis place!’
Ve Heil! Heil! Right in Herr Justice’ face.
Not to love Herr Justice is a great disgrace,
So ve Heil! Heil! Right in Herr Justice’ face!”
As for the melody, it went something like this:

This song is kinda on the edge of acceptability. But since your main reference is Spike Jones, I'm gonna leave it.
Whew...I just squeaked by the civility police!
