They seem to think that any honest admission that they don't know yet will instigate chaos and panic. Then, inevitably, later on they must acknowledge that the leak, the danger, the risk, the damage was greater than they first expected. It's an effective way to cultivate cynicism and distrust, as well as just plain dishonest and foolish. <br /><br />Of course, I hope the danger *is* minimal.
